Victorian Public Service
The Victorian Public Service (VPS) comprises 10 state Departments and 16 administrative offices, operating statewide and employing around 32,000 staff.
In September 2003 the Office for Workforce Development (OWD), within the Department of Premier and Cabinet, initiated a scoping study to determine whether the current VPS recruitment practices and technology were meeting needs now and into the future.
We were seeking an organisation to provide us with an independent view of the strategy and technology trends being utilised for recruitment both here and overseas. We were pleasantly surprised when we discovered a consulting company who specialised in this area. Through a competitive process OWD engaged Pinpoint HRM to conduct the Scoping Study.
Pinpoint HRM’s methodology and expertise resulted in the identification of three significant issues with the potential to affect the delivery of services for government, and provided recommendations to address these issues and an appropriate course of action. The solution included a multiple phase approach to adopting effective technology and re-engineering both the recruitment process and ultimately the recruitment structure.
In response to these recommendations, a whole of public service project to source and implement a common e-recruitment platform was deemed the first part of a broader Recruitment Transformation Project, to deliver major business reforms across the VPS. These reforms are to be achieved through improved recruitment systems, promotion of a strategic recruitment focus and by enhancing recruitment capability.
By April 2004 the heads of all departments had endorsed the recommendations for phase 1. This phase included establishing an interactive peer network, building a business case for each organisation, and developing a tender document for the selection of an effective e-recruitment technology.
Through a further competitive process Pinpoint HRM was again engaged as expert consultants. Business case development began in May with structured stakeholder interviews across the VPS including executives, hiring managers, HR/recruiters, IT, finance, communications representatives and HR managers.
Pinpoint HRM was instrumental in all stages of the business case development. They provided the manpower for stakeholder engagement, developing the templates, the expert knowledge and the financial analyses to deliver a compelling case. At all times they were informative, professional, punctual and effective. They were able to quickly appreciate the issues in each of the agencies and develop a rapport with key stakeholders.
Pinpoint HRM was also involved in the presentation of each business case to the executive from each organisation. This campaign achieved 100% success with every organisation electing to be part of a shared platform for the technology (a milestone for the Victorian government as this is the first business application to achieve this).
Pinpoint HRM then applied its considerable product knowledge to create a functional requirements document to be included in a formal Request for Tender. These functional requirements were tailored to both meet the specific needs of the VPS and achieve the outcomes included in the business cases, but were kept within the capability of an appropriate number of vendors to ensure that we were able to select from a competitive market. Their expert assistance has guided our change management approach.
